Jim Fuller, 77, has owned Top Hat Florist on St. Mary’s Road since 1966. He is one of the founding members of the Old St. Vital BIZ, which was created 26 years ago. To be precise — the first meeting of the prospective organization was held on April 27, 1995. Jim also recently retired from his long-time role as the association’s president. Fuller, who created the floral arrangements for a number of previous visits by the Royal Family, said he’s proud of the legacy that’s been collectively created by OSVB members in the last two-and-a-half decades.
”Two of the biggest things we do is graffiti removal and planting floral beds to beautify the area, as well as putting up holiday lighting in December, all of which are sponsored by the BIZ,” Jim said. Jim’s sense of civic pride and serving the community has been present even before the creation of the BIZ and was one of the driving factors to do more. With the creation of the BIZ, Jim has brought Old St. Vital that sense of pride and community with many initiatives that were done through the BIZ to make this zone a place to come to and enjoy.

Linda Elmhurst
Co- Founder and Honorary Lifetime Member
Organization: Old St. Vital Business Improvement Zone
Business Name: Creative Occasions (defunct)
Business Title: Owner
I am Linda Elmhurst, a long-time resident of Old St. Vital, who’s birth family moved to the area back in 1955. My loyalty to this community evolved through growing up here, being schooled here, raising a family here and ultimately starting a business here.
In the 1990’s, as the owner of a small business called “Creative Occasions”, I had the privilege of getting to know and work with several other Old St. Vital business owners who shared a common vision for the future of Old St. Vital. Our collective desire was that area businesses and the surrounding residential neighbourhood flourish rather than deteriorate over time. We did not want Old St. Vital to become merely a drive-thru to South St. Vital and the emerging St. Vital Centre Complex. This dedicated group petitioned the local business community in order to apply to the City of Winnipeg for the right to birth the Old St. Vital Business Improvement Zone. The OSVB became official in 1997.
I currently have the honor of being a Lifetime Member of the OSVB after serving as its Recording Secretary for more than 25 years.
I can personally attest to the fact that the OSVB’s Board of Directors continues its mandate to work diligently for the betterment of the businesses, along with those who work and live in this beloved community.
